HRANI President meets Hon'ble CM Shri Jai Ram Thakur, Himachal Pradesh


A delegation led by Sh. Sanjay Sood, President Hotel and Restaurant Association of Northern India (HRANI) comprising of other members Mr. Sanjay Laul, Mr. Baljeet Singh, Mr. Sunil Bamba and Mr. Rajeev Chauhan met Sh. Jai Ram Thakur, Hon’ble Chief Minister, Himachal Pradesh. The delegation had a detailed discussion with the Hon'ble Minister on the concerning issues of Hospitality and Tourism Sector aiming for due consideration.

Some of the major points which were brought in the notice of the CM concerning the Hospitality and Tourism Sector of Himachal Pradesh-

  • Alteration in Liquor License Rule under Excise Policy- HRANI earnestly requested to amend the Liquor License Rule under Excise Policy in which members of all L-3 (bar in hotels), L-4 and L-5 (restaurants) need to lift liquor of 25 boxes in Urban Areas and 12 boxes Rural every month. Presently, the entire tourism units who are authorised to sell liquor should sell it within prescribed time-frame and in case it fails then they are liable for penalty. So, a humble request is made to amend such anomaly policies.
  • Review on Cancellation Policy- An emphasis is made to review the 100% refund over reservation cancellation. As such refund policy is not at all viable and unfair on the part of advance paid by stakeholders to the vendors.

On one hand the excise policy regulates the stakeholders to sell the liquor stock within stipulated time-frame while the tourism department enforces 100% refund even the cancellation is made 24hrs before the event which is against the fundamental rule. This is the only reason a humble request is made to amend such policies in order to provide relaxation to the stakeholders.

  • Infrastructure - A first-class infrastructure is significant to boost the hospitality sector. Rail, road and air network are three major concerns which was brought into notice.

Himachal Pradesh falling under the Northern Railway Network has three railway lines out of which 2 of these are narrow gauge.  The work to broad gauge Pathankot-Jogindernagar rail line needs a speedy start.  The expansion of rail network is the need of hour, as railways continue to be an important link for the state’s development.

The roads are the lifelines of Tourism and Hospitality Industry in H.P. Focusing on the importance of the road, the delegation put forward the concern for construction and regular maintenance of the same.

Air Connectivity is a major issue posing hindrance in tourism growth and development. In order to give required spur to high end tourism; the establishment of international airport, Increase of airline carriers and the participation of private helicopter services for better connectivity will definitely give boost to tourism and hospitality sector.

  • Guidelines for Home Stays and Bed n Breakfast units- As Home Stays and bed n breakfast are levied under cheap tariffs and not covered under any taxation, licenses, rules and regulations they give tough competition to the hotels from organized sectors that are operational under Government rules and regulations. A request has been made to define guidelines for this sector.

Adequate Water Supply and Permit for Vehicles zones at the Mall Road including development of heritage sites and entertainment zones were some of the other major concerns which were also discussed by the delegation.  The Hon'ble Minister gave a patient hearing to the delegation and assured all support from the Government.
